I also work in a government facility and am writing a proposal for a lactation room. My boss was able to find me an office I can use for pumping for now. Usually nobody is using it (until they hire someone new). I'm lucky that my boss has resources like that, but I know others who pumped in the bathroom. If your boss can't find you a place, try going up the chain to your service chief. I don't know what kind of organization you are in - I'm in a VA hospital - but I found an ally in the nursing service chief even though I'm not a nurse and she was going to help me find a place to use temporarily.

I have been trying to use government documents to show why we as a government institution should be interested in supporting breastfeeding.
