Symptoms tend start up sometime around 6-8 weeks.
That said, I wouldn't jump right to a dairy elimination because of one (or even a couple) of diapers with small amts of blood in them. If it gets worse or continues for weeks or other symptoms start appearing, then I would probably get concerned.
If you've already started the dairy elimination (sorry I just read that part), then you might as well keep it up just to see if it helps. Make sure you are eliminating all dairy, reading ingredients lists carefully. Try not to replace dairy with large quantities of something new, like soy or nuts, as those are common allergens as well.
